Buying votes is common in western countries.

Entirely correct. Except politicians in Western countries do it by giving voters the public programs and services they want and fulfilling (some of) their election promises.
And when their attempts to "buy votes" wasn't good enough, they get kicked out of the office and the other party comes in for a shot at the helm.
That's what democracy is all about. Using the carrot of staying in power to lure the political parties to serve the people, and using the stick to kick them out when they fail to do so. But of course someone like you wouldn't understand.
