AA speed of 20 km there makes sense, because many pedestrians are crossing from the parkade to the airport building. All cars there are going to stop for dropping off people or picking up people anyway. So going slow is reasonable.

Do you have any idea of what you're talking about? The parkade crossing to the terminal doesn't come until way later after the ramp. Right after the ramp, it's the airport hotel, a section of the US terminal, and then you start seeing those crosswalks from the parkade.
Slowing down for pedestrians certainly make sense, but reducing speed down to 20kph on the up ramp with no pedestrians around is pretty much as stupid as you are.
