每程平均貴0.15元 多黨促政府分紅補貼

【明報專訊】近期以「唔好意思」廣告作宣傳、全港乘客最多的港鐵宣布,按可加可減機制將於6月加價,平均加幅2.3%,以港鐵去年乘客平均車程6.67元計算,相等於每程加0.15元,去年賺逾120億元港鐵的車費收入將增2億至3億元。立法會跨政黨均促請政府用每年從港鐵收取的20億元股息,撥款設立票價穩定基金,以紓緩通脹下的車費壓力。

這是港鐵引入可加可減機制後第二次自動加價。根據機制,去年12月的通脹額3.1%的一半,以及昨日統計處公布的運輸業名義工資指數1.5%的一半,兩者總和達2.3%,超過啟動自動加價的1.5%水平,因此港鐵自動於6月加價。以港鐵去年總客量推算,估計港鐵會因而額外增2億至3億收入。

通脹升 超自動加價水平

港鐵市務及車站商務總經理楊美珍表示,加價是根據客觀和具透明度的機制制定,港鐵於合併時放棄票價自主權,並與政府在合約條款中加入可加可減機制,雙方必須尊重,並指鐵路需要穩健的財務來提供服務。

針對去年加價後八達通車票貴過單程票,部分短程車資較長程貴的怪現象,楊美珍說會考慮在個別單程票價增加0.5元,但為免一次過有太大變動,要需時數年,才可逐步調整短程貴過長程的問題。

港鐵會於6月公布每條路線的新收費,楊美珍說大多會加0.1至0.2元。以平均加幅計算,八達通成人票價由旺角往中環,現時收費9.7元,加價後約為9.9元,屯門往紅磡則會由17.2 元加至約17.6元,至於機場快線與跨境直通車收費將不受影響。

民主黨黃成智批評港鐵近年事故頻生,令市民損失很多時間,批評港鐵有大額盈餘仍加價。交通事務委員會主席鄭家富批評港鐵在地產賺大錢都仍要加價,促請政府要求港鐵押後加價。

分紅平均21億 足10年用

立法會跨政黨均促請政府設立票價穩定基金補貼車資,其中民主黨建議作為港鐵大股東的政府,每年以分紅成立基金。根據本報統計,過去5年港府從港鐵分得的收益平均為21.41億元,黃成智指港鐵的額外收入每年約2億元,財政上絕對可行。

鄭家富建議直接要求港鐵從除稅後盈利當中撥5%至10%,成立50億至100億元種子基金,以滾存投資收益直接補貼車費,避免招來以公帑補貼港鐵之嫌。公民黨陳淑莊認為基金可行,但應優先資助老弱,以及跨區工作的低收入人士。民建聯陳克勤認為,可進一步把基金擴至其他公共交通工具,但可先以政府派息向市民補貼港鐵車費,又認為若獲多個政黨支持,政府應好好回應。工聯會王國興認為,交津不能惠及全民,應額外再成立基金。

運房局發言人回應稱,公共交通應由私營機構按商業原則營運,政府必須確保公帑用得其所,並公平對待不同的公共交通營辦商,避免提供錯誤誘因,影響營辦商的節流力度及服務效益。

恒生管理學院商學院長蘇偉文表示,票價穩定基金不可行,原因是基金成立後,政府補貼市民車費,可能助長港鐵持續加價,結果政府「被搵笨」。

兩鐵合併時政府引入可加可減方程式,以綜合消費物價指數變動的一半,加上運輸業名義工資指數變動的一半,再減去生產力因素(今年為0%),若運算結果為正或負1.5%,便可按變幅啟動調整機制,不足1.5%則可累積。

But not same here la..  say bus fares ..  ~ double (or 3 times in HKD) in last 15 yr ..  I think it was $1.5 back then .. ( $8HKD) and now, $3 ($24HKD)

I think in last 15 yr .. MTR fare is almost the same~ ~

Translink is certainly awful, and their board of directors are a bunch of thoroughly useless idiots. The high fares, poor service, and recurring deficits are absolutely incomprehensible.

But with MTR, you just gotta ask -- they are already making so much money. Why do they still have to have fare hikes? As it is, MTR is already not cheap.

去過唔少地方玩既MJJ, 覺得MTR 比起其他國家係算非常便宜, 所以我唔反對佢加價. 當然, 小弟亦希望政府會有相應政策照顧一D 基層既市民就最好不過了.

I say it is normal ..  HK$$ is dropping daily .. ( thx to AMERICAN )  MTR is making money, since lots of traffic, and give credit to them, for such a low cost, still making $$$ ..

VS Canada? everything is damn expensive, and still, every city claims they are LOSING money .... (I can understand why bus fare here is 3 or 4 times more then HK, even lower gas price, lower bus price .. but high labour cost, and less population)

I just don't understand, why people in HK need to complain with those "peanut" price increase.. (what, 2/3% in general?) but Luxury items, such as Hermes bags, Porsche, Ferrari etc ..  with 20-30% .. price increase, and people don't complain? but just buying! (not even talk about the FRY price .. )

Well, may be as a "Canadian Chan", almost everything from HK/China/asia etc is still cheap .. ( non Luxury item )

The rate of increase is certainly not big at all. That I completely understand. But the problem is, given that the government is a major share holder of MTR, and given the fact that MTR is already reaping in huge profits year after year, further fare hikes become unreasonable, and simply shows the greed of the company's executives. As a major share holder, the SAR government really needs to step in to protect the interests of the Hong Kong people instead of the interests of only the shareholders.
