When you buy cheap stuff, you expect them to skimp on quality and/or durability. You do not expect them to be health or safety hazards. Even in business, there needs to be a minimum level of standard, and health and safety is usually where you draw the line.
Of course, Mainland businesses have no moral standards of any sort. Otherwise, we wouldn't have seen all the poisonous stuff available in the market.

That's only if you are living below the poverty line.
Plus, being healthy and having access to expensive medical care are two entirely different things.
But the bottom line is, products need to meet a minimum level of health and safety standard, but this standard is sorely lacking in a lot of Chinese-made products.
