It does not matter if you currently possess the Hong Kong Identity Card, whether the old one or the new smart card. As long as your birth certificate says you are born in Hong Kong, then you are HK citizen. If you have not formally relinquish the HK citizenship, then you are still technically a Hong Kong citizen, and therefore a Chinese national.
Only Hk citizens are eligible for the permanent 香港身份證 with 三粒星. China has sovereignty over Hong Kong. So if you are born in HK and has not formally given up your Hk citizenship, then you still possess Hk citizenship, and therefore technically you are still a Chinese national.
So the test is simple, were you born in Hk and have you formally tell HK government you are giving up?
回鄉證 or 回鄉卡 are just travel documents within China. A passport is for travelling to other countries.
Have you formally informed the Hong Kong government that you are giving up HK citizenship? If you were born in Hong Kong, then you are eligible for a HK Identity Card. Any passport is only a travel document.
The Hong Kong government is not going to automatically cancel your HK citizenship and HK ID card, even if you have acquired a foreign citizenship. You have to formally tell them you are giving up HK citizenship, otherwise you are still technically a Hong Kong citizen, and therefore a Chinese national.

For those Hong Kong-born Hong Kongers who hate China/Hong Kong and no longer want to be Chinese nationals, they should formally give up by informing the Hong Kong government.
