I don't familiar with dogs. But I wonder, even your dog won't pee in the corner that you put pepper (a lot of pepper, or other thing), would he try to pee in other corners/on other areas?
I think, would it be better to understand/to find out what the real reason behind and figure out a more valid solution instead to make your dog feels even more upset?
When he was alive and wanted to go pee, he would stand y the glass door to the backyard and sometimes scratched the door to make sound; we would open the door to let him to go out to pee.
You have to train your dog. When he pees in the wrong place, raise your voice to tell him (maybe slightly hit him) he knows.

sorry to hear your dog passed away... he knows where to pee, but he is just peeing on the same spot once or twice a day. most of the time, he goes to the training pad.
i think he is making territory right now....

thx for your suggestion. i did tried putting a lot and putting only some to cover it, but it doesn't work. no need to sorry. it just doesn't work for him.
i think no matter what he is peeing there as he is marking territory...
maybe his hormones are changing as he is turning to be adult.
i called my vet. He suggested me to take me to neuter him.

this actually worked for my cats. after they were neutered, they never spray every where.
