well as i mentioned before, please compare apple to apple, hk people pay less tax, but they receive close to none benefit. yes, the government has money, the the general residents are still poor. same as china, the government is the most wealthy government but so..... so many people are still in poverty. has canada ever ask donation for building a school?
hk has more social housings, since the gap between the wealth and poor is getting bigger and bigger. is it a good sign? i haven't seen group of post 80's come out and complain unaffortable housing in canada. i haven't known anyone hate these wealthy guys in canada as mush as hk people hate mr. lee.

China is not the wealthiest government yet. Where do you get that idea from? What measure are you using? China is big and populous, so if you divide the resources among all the people, China is still not rich yet. And remember, China is still a developing country.
Like you said, Hong Kong government has the money, but more importantly, it has no net debt. As you know, Canada has lots of debt at all levels of the government. They need to pay interest to service the big debt instead of using the money on the people. You need to wonder why with the high taxes here already, the government still has lots of debt and deficit. The school boards has deficits and therefore needs to cut the number of school days. Are the social benefits here sustainable in the long term? If not, then Canada is going to be like Greece, Portugal, Spain etc, i.e go bankrupt?
