The Japs government cannot guarantee it's 100% safe in the place, there's no harm for the French government to flee the citizens...

I still can't see the conflict. It's just like mentioning the health condition of a patient. Is s/he healthy/normal/sick/dying...

In my opinion, Tokyo is sick (potential at risk/not healthy/not safe), but certainly not dying (dangerous)...

Am I on the fence in your opinion?
