I just installed Skype onto my Win7 desktop PC at home. I am in Canada and if I want to contact my buddy in New Zealand  and, do I need to pay if my friend is using Skype too ?

Yeap. Just find out his Skype account and call free with Skype to Skype.
I think their Skype out is reasonable. I paid ~$3 a month for unlimited N. America Skype out. I can call any N. America phone number. I also use this subscription when I visited other countries. As long as I can find some wifi connection, I can call home for free.
