i dun see how radiator can be a total loss? it blew up? cracked? smashed? 
if only the side tank is leaking, it can be replaced but is not cheap...depends on what year toyota it is, and what model, AT or MT, with or without AC, cost for radiator will be a little bit diff...generally speaking a decent one costs from $250 to $400 installed (now that depends on cars, and what is available)...
water pump doesn't require maintenance, i always recommand changing it with timing belt, along with tensioner and seals; u dun want to open up the same area again within 100k and worst thing is u dun want a leaky water pump to have coolant soaked up ur timing belt; as for cars with timing chain u pretty much won't touch water pump unless it leaks / noisy; coolant flush every 48k is a good habit as it keeps up the strength of your coolant + drain out the old contaminated coolant for no longer than 4 years (IF, still not reached 48k).
and for toyota's, make sure toyota's special red coolant is being used; have seen so many mechanic mixed universal green coolant into toyota's and causing pre-mature leaks / contamination in the cooling system (clogging up radiator etc).  |
