Most of the comments here are redundant. The trend is your friend. Just go with the flow, especially when the government is willing to develop the economy. Through the development of the economy, even the mentality of the people will change. Especially when the younger generation of people takes power in the government. Therefore, the chance of getting an apology will increase.

Let's put it this way. Even a person is sentenced to prison wrongfully/innocently/by mistake, government won't say sorry to him/her (no apology).
Back to the 6.4 event, according to the public (or most people) the government took a wrongful action to those students. However, there could be two possibilities from the China government's pov: 1. they knew they did wrong, but just want to keep their faces so they can't apologize or they think they don't need to; 2. they still think they did right, so what's the point to apologize?!.

in the serious case, they did apology.  a guy who was in jail & on terror list few years ago, our govn't did apologize to him.  but in general, they got money compensation.

Reason #1 actually worries me, if they know they have done wrong but refusing to apologize, I would say

1. They value their "face" more their innocent citizens' lives

2. The government personnels are a bunch of hypocrites who lack the courage to admit their wrong doings, which leads to our doubt in letting them to control the government.
