I know that you are talking about installing 2 snow tires and worry about liability....

About couple weeks ago I saw a good deal of a set of snow tire, I've emailed ICBC about liability of downsizing too much.

Original: 205/55/16
New:195/55/15
(speedometer would show about 5.8% too fast.)

here is their reply:

Your Autoplan coverage would still be valid in the event of a claim, but the difference in size could affect how fault is determined.

You could also be subject to possible motor vehicle fines if you don't meet the requirements set out in Divisions 7.161 and 7.162 of the Motor Vehicle Act Regulations; you can find unofficial versions of these divisions on the Queen's Printer's website at http://www.bclaws.ca/Recon/docum ... 04.xml#section7.161

有技術唔等於意外唔会出现，唔等於当一部車失控嘅時侯可以百份百掌握到唔会撞，你今次避得过唔等於下次又会咁好彩，驾驶技術当然重要，但汔車裝備更能忽视，假若安裝4條雪軚，可令意外減低，只安裝2條雪軚，其意外比率就較4條雪軚相应增加一培，无論ICBC、police、autoshop都见议人必须安裝4條雪軚，有啲卖車軚地方更是会拒绝为顧客單安裝2條雪軚的，因为怕被追夠意外後責任！

I agree with what u said cwong. I didn't tell people to just buy 2 snow tires, I recommend 4 as well.  However, people with 4 snow tires still get into accidents because they re lack of road sense and driving skills, or it just happens to be an accident that nobody can avoid. Know your limits is my best advice.  There are many things you can do to avoid accidents other than snow tires. The problem is that I don't see many people doing those. Instead, I saw many with snow tires thought that they are bulletproof and start driving as if they are on regular pavement.

IF 2 all season tires on front, 2 snow tires on rear on a well balanced RWD car .. then not really that bad.. ( still not recommend )

Funny thing is, we were told by the instructor, no matter FWD or RWD, put better traction tires on rear. (if no choice)

I remember few year ago, it was nice and warm during day time, I was driving convertible, then all the sudden, SNOW liked crazy .. ( I mean REAL SNOW! )  I couldn't even leave the parking lots at Church ...  so I had to go home, and brought 2 snow wheel/tire and put them on ...  in order to drive home ...      I only changed 2 tires, since it was special ..   then next day, all snow melt, nice and warm again... so I had to chance back to summer tire ...

冬天換雪呔當然比較安全些，但不一定冇事發生，有時因為自以為安全而掉以輕心，可能更加危險。
我有位朋友一直都是行四季呔，從來都冇事，前年在Costco換了一套最貴的米記雪呔，結果跣到飛起撞curb，
連轆都歪埋。多倫多比這裏多雪，那處一位朋友告訴我他從來都冇換雪呔，一樣冇事。
我門前有一條斜路，落雪時上不了山多數是performance cars，越貴就越死。大馬力，後驅和跑車呔都是致命傷，有時路邊泊滿跑車非常熱鬧。
