The thing is that the zipline is very inefficient. It took them so much time to reset for each pair of people to slide down. The total number of people that can slide down each hour is not that large.

I am just stating the fact that they need a long time to reset each time. Therefore, the number of people that can slide down per hour is not that large. They should have set up more ziplines elsewhere.
So assuming 2 persons slide down per minute, that is only 120 per hour.
I was there watching, and it took a long time between each pair to slide. No wonder the wait is so long.

4 hours of wait for 10 sec of experience... You can do the same thing in Whistler or Victoria.

line up ranges from 4 to 8 hours.

ctv news talked about the long line up. original plan was 80 people per hour (120 per hour is over estimated), but people were nervous and some people were not familiar with the language or the whole process in general, and so ended up 40 people per hour.
