Only if that currency is very stable, it will be called something else, which may very well be the future of USD.

but yen or USD or CAD or whatever can drop more than 1% a day.  So how is that different from an index fund.  

i would say all such investments are liquid, but the term cash usually implies your purchasing power locally remains the same

Your CAD also changes in purchasing power, how much you pay for a the same SFH in Jan 2010 and Sept 2010?  Gas price?

If you want a unit for purchasing power, USD is probably the closest thing you can get.
