南下購物眾多 加國45萬人擁NEXUS
快速通關卡大增3成申請

【明報記者馮勲新報道】近日加元強勁，一度迫近平算或超越美元水平，一些兌換店昨日便有市民排隊換美金，亦吸引大批加國民眾前往美國遊玩或購物。但很多市民面對過關經常要大排長龍，紛紛申請快速通關卡NEXUS以縮短輪候時間。據統計顯示，獲發NEXUS卡人數已超過45萬人，當中有近1/3是在卑詩省申請，而且NEXUS卡申請個案每年大幅增加30%。

加拿大邊境服務局發言人曼佐爾(Shakila Manzoor)對本報表示，卑詩一直是全國申請NEXUS卡最踴躍的省份。根據邊境服務處的統計，截至今年9月20日為止，加國共有453,517人持有NEXUS卡，其中143,726人位於卑詩省，約佔總數的32%。

曼佐爾指出，邊境服務局是從去年9月才開始統計NEXUS卡申請人的數據。在去年9月至12月31日的時間中，卑詩省共有10,469人申請NEXUS卡。今年1月至8月31日間，邊境服務局收到另外27,250人的申請表。

根據邊境服務局今年6月16日的數據，NEXUS卡持有人中，有304,229人是加國國民，109,347人為美國人，5547人則持其他國籍。自從2008年以來，NEXUS卡的申請人持續上升，平均每年增加30%。

自去年4月1日至今年3月31日的期間中，所有利用NEXUS卡通關(包括空中、陸地、以及船運)的人，其中41.7%是在西部太平洋地區。

NEXUS快速過關系統是由加國及美國合作推出的計劃，NEXUS卡則由美方負責發行。持有者只要在邊境或機場拿出NEXUS卡，讓儀器掃描認證後便可通關，過程大約僅需10秒。

任何一名加國或美國的公民皆可申請NEXUS卡，但要經過犯罪紀錄等背景調查，還需與官員面談審核。但NEXUS卡並未限制市民必須要有「頻繁過邊境的工作需求」，就算一年過關2次，一樣有資格申請NEXUS卡。

市民願花50元免排隊過關

一名剛申請NEXUS卡的市民楊小姐稱，以前經常過關往美國旅遊或購物，但若遇到關卡大排車龍，絕對是苦事，她曾試過排隊4小時，令到興致大減。及後她聽到身邊有很多朋友申請NEXUS卡，用後感到十分方便，故亦願意花50美元申請。獲卡後首次使用，便目睹其他車輛大排車龍，估計最少要1小時才能過關，但她使用該卡後幾乎可直駛而不用排隊，當時感覺申請該卡絕對是物有所值。

I think today's lineup was up to 2.5 hours and Nexus still has an avg 40 min line up.

Nexus is only useful if you go across the boarder FREQUENTLY. I go at least 3 times a month and it is worthwhile doing so. Now in Nexus, you can do verbal declaration, if I carry stuff and I can simply declare it without filling up the form!!

However, Nexus has more restrictive rules about usage, especially commercial goods (ie, stuff you sell on eBay and want to ship in US because it's cheaper). You have to fully understand the conditions of using Nexus or else you risk losing it. Also, having Nexus means you have to be 100% honest with what you are bring back or else you lose it.

40mins line up for Nexus lane a Sunday really?  What time is that?  My line up time was 0 min yesterday at ~11:30am.

The US custom always picky if you're going to ship anything out even in the normal lane.  I had been asked more than few things crossing Pt Robert whether I were going to ship anything out when I mentioned that I was going towards the postal office.

The verbal declaration is so confusing.  I read about it from diff source and they also have the online form that you could download, etc.  Really confusing.
