A normal website with a forum, and also some graphic designs would be nice. I don't have much experiences with it.

Basically just HTML, Graphic Design and Tutorial on how to start a discussion forum.

to built a forum you need more than HTML knowledge, something like database + server program. e.g. MySQL & php.

if you dont have much experience and dont require lots of customization, you can try wordpress, it is very easy to install and use. plus it has many plugin for you to choose.
