Why you want to twist the words.  He got fined because he pleaded guilty to drive without due care and attention, and not because of anything else like you added.

If you read other news source, the news said he changed lane shortly before the incident.  Now let me ask what usually is the reason that a non HOV driver change lane to the HOV lane?  I said, to overpass another vehicle which is on the fast lane.  Is he speeding, I dont know.  The news doesn't say.

Also no where the news said any car got thrown multiple lanes across, the BMW only got spun around 90 degree and got hit by another car in the HOV lane.
