Because "latte" in Italian means "milk". Caffe Latte means coffee with steamed milk... Same with tea lattes which is tea + milk.

I know. (we took beginner's Italian before we left for the trip!) But it's just out of habbit that we call them "latte" here. (esp at the chain stores...)
