In XP, go to Control Panel -> Regional and Language Options -> Languages -> check on Install files for East Asian languages... the system will reboot.  

After that, go back to the same Ctrl Panel -> click Details... button -> click Add... -> Input Langauge:  select Chinese (Taiwan) -> check on Keyboard layout/IME -> select Chinese (Traditional) - ChangJie.
