Now, what exactly does an "observation" mean?
For example, Pearl Castle (圓香) at Continental Plaza has 2 "new observations" on the Nov 17, 2009 inspection, one of which has been resolved.
What exactly does that mean?

A restaurant usually get surprised visit from those inspectors; no restaurant is perfect and sometimes they might just miss one thing or two;
for example, for my old restaurant, we have trays of cooked food, right? We are not allowed to put more trays on the bar because it gets cold quickly; but some food court restaurant like us usually wants to display more items, so we put one or two more food trays on the bar;
if the inspector comes this time, he would make this as "observation". It means something not critical is not right; usually if the restaurant got marked as observation, the inspector would come back to see if it's resolved yet.
if whatever "observation" has been resolved, it should not have anything to worry about; it means that the potential problem has been fixed.

Thank you for the explanation, but I am still not completely clear on how severe these "observations" are. From the example you just quoted, the observation seems like a rather minor issue. Obviously, a sufficiently large number of unresolved observations should give customers enough cause for at least some concern. But if the observations are mostly little stuff, how much do they really amount to?

well, when the inspector comes, he will check every little things to make sure the restaurant good to operate. I do believe some of those observation are small; you may need to pay attention to inspector's general comments and if they have this "Inadequate Insect/Rodent Control".
Usually the restaurant stuff should fix those problem asap;
If it's really unsafe to operate the inspector will just shut down the place and marked as closure.
However, some kitchen stuff and even some cook just did not have the ethic and heart for the customers. sigh... this brought back a bad memory. This would not reflect on the website.
