If you take transit, get out at waterfront and walk with flow of people.

If you drive, park at gastown and walk with flow of people too.

If you went early, the wait time was 4 minutes...

Flame = waterfront as noted above

Olympic 火炬 display for current and past years = Live City @ Yaletown, inside Coca Cola Pavilion and Samsung

Not sure which one you are looking for.
