牛津精英十年AO夢醒

【明報專訊】一場高鐵辯論，帶出本土文化和環境保育訴求，挑戰傳統發展至上、搵銀至上的「中環價值觀」。本報走訪多名不同年代的社會精英，他們的經歷說明，追求中環價值沒錯，但絕非人生唯一意義，除了搵銀，香港還有各種理想，這份對理想的執著，他們稱為「後中環價值」。

如果有一套閃卡叫做「中環精英」，35歲的邵力競，夠實力showhand有餘﹕「男拔萃校友」、「A Level狀元」、「牛津學士」、「高級政務官」，再加上俊朗的外貌，要飛黃騰達，應該沒有難度。但兩年前他竟然辭去月薪8萬元的官位。只因打滾官場逾10年，看盡政府官僚僵化：芝麻小事如影印文件的數量、文件便條的黏貼方法，做政務官的也沒權決定；向上司提出反對意見換來是「死亡」懲罰。「你在政府裏，純粹拿份人工就OK，愈想真正做到口的口野，只會愈挫敗。」

家境普通，但邵力競憑著高考5A成績，以獎學金赴英國牛津修讀哲學政治經濟學士學位。該系被譽為政治家搖籃，緬甸民權領袖昂山素姬、傳媒大亨梅鐸也是畢業生。甫畢業邵就立即回港投考政務官，「當時覺得做AO幾好，可以make a difference（帶來改變）」。

倡減影印文件上司不高興

滿懷大志，才發現在官場要「帶來改變」有多困難。邵曾經擔任一個委員會的秘書，經常要打點會議文件。他說，有一個會議開會的多達20人，一貫做法是每人發放一份一樣的文件，有時會厚達一吋，但內容未必和每一個人有關。於是他想到只向每人派發相關題目的文件，以減省紙張。怎知此舉卻被批評：「我以為這是德政，但我的上司非常反對，覺得我是越權，沒有好好服務上級。我才發現，這麼一個小變動，原來我也沒有權。」

影印機不到他管，想不到，細眉細眼如便條貼，也未必是政務官的勢力範疇。邵指出，政府裏的工作文化很著重檔案處理，小如文件上提示重點的「旗仔」應該垂直貼，還是橫向貼，也要跟隨規範。邵氣言﹕「細節做到足、D大事又兼顧，當然很理想，但十萬火急時，還掛住做細口野，大事邊個人睇？」

邵形容，AO文化是「把工作完成」，自己卻喜歡尋根問底，偶爾和上級「擦出火花」。他記得，曾參與一個政府內部會議，會上有人提出聘請某人。他認為，這個人事決定過程會帶來爭議，有可能引起公眾反響，但會議中沒人提出異議。他思前想後一個星期，終於戰戰兢兢發言：「我一開口，竟然在座所有人馬上輪流發言『係呀，有問題』。我很訝異，我是全場最低級的。」這個人事任命最後被否決，但邵卻惹怒了上司，連帶影響仕途。

說真話代價是死刑

「現在的政治文化是不鼓勵這種行為（說真話），會被指是博出位，the penalty is death!（懲罰就是死）」邵說，在政府裏要「講真話」不但難，還要付出個人代價。提到中央政策組前顧問練乙錚，外傳他參加了2003年七一集會而離開政府，邵更激憤：「練乙錚是很坦率的人，或許對政府來說，他太過坦白。但中央政策組需要的正正是新思維，不過當你說出另類聲音，就會被標籤為不夠忠誠，覺得個人有問題。」

自1997年起，邵力競先後於陳方安生私人辦公室、工貿處、工商局、中央政策組、環保署工作。為官11年，最高達至「助理局長」級，他說官場風氣雖然認為在「局級」工作比在「署/處級」「高尚」，但他最享受的崗位，卻是在環保署。他回想當時，在前線跟市民與業界接觸，其間推動了一條改善空氣質素的法例，是至今令他最有滿足感的工作。

放棄月薪8萬長俸職位

不過整體來說，他還是不戀棧AO崗位：「香港現在成個局你真係做唔到口野，死氣沉沉、不思進取，你一定要符合這種執政文化才可以生存。」他思考了半年，認為難以力挽狂瀾，終於在2008年遞上辭職信。

邵離職前晉升至高級政務主任，月薪約8萬，並是長期聘用制（近年不少政務官是合約制）。如此「大好前途」也放棄，他要勸諫的是什麼？「好多人都覺得好震驚，甚至匪夷所思，有人說『喂，咩你咁失敗，搞到今時今日咁？』他們覺得我應該『撈起』，跟隨遊戲規則去玩，質疑我點解唔入流，或者點解唔『隨波逐流』。」

邵解釋，要在香港官場「撈起」，就只能有一套世界觀，一套思考方法，而他卻認為官場應接納多元聲音：「所謂的中環人，打差不多的工，去差不多的地方吃飯，到差不多的地方社交，他們看的事差不多，想法也差不多，就算有人想法不同，因為群眾壓力，也不會出聲，大家就只順從大隊去。」記者續問，官場是否有馬房文化？他笑說，AO界裏有沒有馬房他不知道，但若用馬房作比喻，他認為「容許多點不同的馬房，互相制衡」，會比單一觀點更健康。他更自嘲，就算真的有馬房，他自己比較另類，「沒馬主肯收留」。

應容許多點不同的「馬房」

和他想法相近的人可能不少。本報曾調查發現，由2002年問責制實施至去年底，共有116名年資9年以上的資深政務官於退休前離職，當中一人更擁有4個碩士學位和1個博士學位的。不過，不少AO離職後也會過檔其他機構「搵真銀」，但邵現時仍處於「搵工中」階段。他說，希望能到國際機構或企業工作，實踐他對全球化的關注。但在這份dream job未出現之前，他正兼職於中大政治系教書，並做翻譯及教育培訓工作。邵提到，有僱主曾想聘請他，但知道他AO的月薪後便打消念頭，他表示，只要工作有發揮，薪金不是最大考慮。

當初入政府，邵力競想「帶來改變」的宏願未達到，反而自己先被改變：「入到政府，他希望塑造到你一模一樣，三尖八角磨平晒佢。」他更形象化地解說，有前輩勸告他AO穿衣之道是「西裝要深色，打呔不可以太花俏，最理想的效果是能merge into the crowd（融入群眾），在眾人中消失的」。

The problem is, given the thoroughly infested culture within the government body, anyone with talent and brains will be neglected / ignored / targeted against. So how do you even climb to the top? Pose as an undercover agent and lay low until you make it to the top?

Yeah, it is the same everywhere, probably even worse in Canada, US and Japan.

But smart people don't get into politics, in any country, in the first place.
The smartest people get into science-related, engineering and finance careers.

Prior to the 97 handover, Chris Patten proposed a fully elected Legislative Council, but Grandfather shot the idea down and reverted back to the 1/2 directly elected LegCo members, and 1/2 functional constituency seats. Same as the British system? Think a little la.

Besides, smart has many definitions and dimensions. Being book smart is not necessarily the same thing as career smart, and being science smart is not necessarily correlated to being politically smart. To make the comment that you did only shows that you are anything BUT smart~!

We are not taking about the legislature here. Your article was talking about the civil servants of Hong Kong, the AO officers, in particular that one AO who quitted for whatever reason. BTW, one AO officer's comment does not represent all AO officers.

Your article was no even talking about the legislature at all. We are talking about AO officers in the government. The structure if the HK government, the civil service structure, has not changed much since 1997. It is the same British system. so if you bash the Hk system, you are just bashing the British Hong Kong system, that the British were using in HK.

If you don't know the difference between the legislature and the HK civil government, then you should STFU la.

While the structure is very much similar to how things were under British colonial rule, the actual practices that came from the office cultural shift has changed completely since the 97 changeover.

In the old days under British colonial rule, details of policies were developed from a bottom up fashion. The director comes up with a general direction for a certain policy, and the bottom level AO's are asked to investigate various viable solutions. The different solutions are proposed, and the best one is selected by top management. Because implementation details came from front line people that are far more in tune with what is actually going on in society, the proposals are practical and sensible.

Now, since the 97 handover, the utterly useless ministers are appointed by the HKCEO, and these stupid ministers are:

1) all pro-establishment and pro-Grandfather
2) are generally very well off such that they have no sense of what life is like for the average commoner

Because of these two characteristics, when a policy is to be set, they already have a pre-determined direction that they dreamed up in their A/C office in which they want to push forward. But because they still needed to go through the civil servant machinery, the low levels AO's are only being asked to put together different policies for the sake of having those investigative studies conducted. Since only those policies that align with what the stupid minister wanted to begin with will get selected, over time, the AO's got "smart" and only start producing useless policies that closely align with what the minister wanted in the first place. If they didn't do this, their proposals don't get selected, and the AO's do get promoted or even receive a good performance review. So over time, the policies became rigid, and the office culture gets infested.

Recounts of similar stories have come from numerous current or ex AO's and other civil servants.
