【明報專訊】省府昨日傍晚突然宣布，暫停實施明年開始的削減個人入息稅15%，理由是省長金寶爾宣布辭職後，自由黨正重選新黨領，因此希望「讓新省長有最大的彈性和空間決定經濟和財政方針。」對於省府再次「出爾反爾」，不少華裔市民表示大為不滿(見另稿)。

省長金寶爾(Gordon Campbell)在三周前(10月27日)的電視演說中宣布明年1月1起，年薪72,293元以下民眾需付的省入息稅全面調減15%，個人減稅額度由 68至616元不等，藉此挽救因推出合併稅(HST)後大幅下滑的民望，豈料金寶爾民望並無「止瀉」跡象，結果一星期後，金寶爾宣布辭職，但會擔任省長直至自由黨選出新的領袖為止。省自由黨將於明年2月26日選舉新黨領。

根據省長辦公室昨日發出的新聞稿，省行政議會是在省府內閣協商之後決定，擱置(suspend)減稅15%的措施，事實上，減稅計劃仍未進入立法程序。

此外，行政議會決定，2011年施政報告仍依法在明年2月14日宣布，但內容只限於2月14日到新省長就職之間這段過渡期的施政大綱。

省行政議會同時決定，一年一度的財政預算案則仍依法訂在2月15日提出，不過，預算案將會是一份「維持現狀」的預算，內容不會有超過法例規定以外的新政策，一切等待新省長的新指示。

金寶爾昨天辯護說：「內閣認為在這段過渡期間，一切的決定都不應該令到省政府行政議會的功能受到限制，讓行政議會決定施政方針和優先順序是非常重要的。」他說，這些決定將會確保政府的運作達到法定責任，而且亦能夠保護政府主要的服務不會受到影響，另外讓行政議會有空間來擬定本省未來的社會和經濟方案。

財政廳長韓仕新(Colin Hansen)補充，金寶爾三周前宣布推出減稅措施時的背景與現在已經不同，「我們現在正在選舉新領袖，是(金寶爾宣布減稅)當天沒有預見的事情。」

Can't believe the idiots at BC Liberals could do something this stupid at all. With Gordo out and the tax break enacted, they may very well have a fighting chance of getting re-elected because a lot of people were simply too afraid of the NDP's fiscal irresponsibility.

But now, by pulling the plug on the tax incentives, they have just once again completely pissed off every voter in the province. Haven't anyone told them that money matters? esp when it is money in our own pockets?

So not only have they dug themselves a grave, they've just hammered in the last nail into their own coffins.

Liberals are running out of talents. I don't know how the cabinet comes out with such a decision, but certainly it's a very dumb move...

我認為好公平﹐推個減稅措施出黎﹐既然省民唔buy﹐咪拉倒囉~
如果省民buy減稅﹐金寶民望回升﹐唔洗遲職﹐咪有得減囉~
省民有權懲罰自由黨﹐自由黨也可以教訓非理性省民﹐最多咪唔執政~

I definitely will vote for NDP.
I want BC economy to get worse.. Real estate market drop all the way down. I will be so happy to see it.
