【明報專訊】「維基解密」再揭各國政要私下向美國外交官的「爆料」內容，據網站公開的美國外交電文，新加坡內閣資政李光耀去年與美國副國務卿斯坦伯格的一次談話中，逐一點評中國大陸領導人，還提到國家副主席習近平奠定接班人地位的內幕。

去年6月4日一份發自美國駐新加坡大使館的機密電文，引述李光耀當年5月底與斯坦伯格(James Steinberg)評論大陸領導層及未來接班人的處事風格。

李光耀稱，中國再沒有像鄧小平一樣的強人，前國家主席江澤民欲彰顯自己是偉大領袖，期望在有生之年解決台灣問題，任內提出「江八點」對台主張，並因此束縛了自己；相比下，現任國家主席胡錦濤的對台立場就比較「靈活」、「務實」、「有耐性」，他「沒既定時間表」，不介意用20至30年與台灣建立關係，因此默許台灣馬英九總統堅持「九二共識」、在任內不談統一，但底線是台灣不能獨立，否則大陸有千枚導彈，美國艦隊遠水難救近火。

習料續奉行胡總兩岸政策

電文引述李光耀稱，江澤民雖不喜歡胡錦濤，但因他有黨內支持，又沒犯錯，江澤民無法阻止他當主席。至於下任接班人，李光耀指胡錦濤原希望副總理李克強繼位，惟國家副主席習近平得到黨內支持，胡錦濤經一番計算，接受了江澤民的太子黨門生習近平。但李光耀預期，到2012年底胡、習交接之際，江澤民的影響力將不再，屆時習近平將繼續奉行胡錦濤的兩岸政策。

李光耀稱，在新加坡及中國合營的蘇州工業園15周年慶祝活動，見過副總理王岐山，盛讚他「才幹非凡」、「自信」、「效率高」。他讚揚王岐山2003年處理SARS及籌辦京奧均表現出色，認為王岐山比李克強更適合接替溫家寶出任總理。他預期中國未來領袖，將擁有美國大學的哲學博士或工商管理碩士銜頭，稱美國要改變中國，最好透過辦教育。

經濟方面，李光耀認為中共只想維持一黨專政，目前務實派掌權，再沒有共產這回事，稱中國正如央視《大國崛起》紀錄片中，總結各國崛起的規律進行發展，經濟實力直逼美日，只是軍力不能與美國媲美。

信馬英九可連任

至於台灣，李光耀認為馬英九在任內4年可搞好經濟，繼而連任，雖然民進黨蘇貞昌大有可為，但在下屆大選未成氣候。

李光耀指出，中國大陸已向香港保證，它會提供經濟協助，惟尚未對台灣作此表示，但國務院台灣事務辦公室主任王毅的確曾敦促中國企業赴台投資。李光耀預期台灣始終要依賴中國食物等進口，大陸的計算是盡量阻止台獨，花40至50年時間令台灣回歸。

至於朝鮮半島，李光耀預期韓國因東西德統一前車可鑑，不會貿然跟一窮二白的朝鮮統一。他稱朝鮮當局「神經病」，領袖金正日是「衰弱老人」，極度渴望公眾諂媚，但因金正日已中風，再度中風只是時間問題，他的繼任人不會有其父親或祖父的魄力或膽色，中國統統都計算到，但就寧可朝鮮擁有核武，也不願其倒台，以免中國失去朝鮮作為緩衝區，直接面對駐韓美軍的威脅。

新加坡外交部昨譴責維基解密公開美國外交秘密電文，稱這是一種傷害。當局批評網站「選擇性地公布文件，脫離上文下理，只會造成困擾」。

没民主的统一有何意义？讲句话就会坐十几年，不如继续分开

为统一而同一简直就是迂腐，而且毫无实质意义

你自己中国要统一，但叫人地朝韩分裂，己所不欲勿施于人，共产党做野就是甘没道德诚信，又一次体现出来

Don't even talk about whether CCP wants to, or will allow any sort of progress towards democracy. China simply does not have the education level to support a democratic system. So far, China is on the right track. Progress will be slow but it will get some where. The important part is it's in the right direction.

Ones that thinks China should adopt democracy at any significant level in short order (anything less than 20-30 years i'd say), changing 180 degree in a radical fashion and uphold values that the western society does is simply in fantasy land. As long as China is improving and heading towards the right direction, it's only a matter of time. The only risk with their current regime is going down the wrong direction, which so far, luckily, have not yet been the case.

That is why they have the patience that a TW unification will take 20/30 or even 50 years. To have every aspect of both sides to be compatible, it will take tremendous effort and patience. It is good to see that major figures in CCP seems to be able to demonstrate such patience and vision.

Hopefully there won't be some short sighted person putting in an effort to do a Taiwan independant movement, perhaps for some personal gain on the side... That will seriously ruin this for good.

中共如果唔做最少以下三件事就差吾多永遠無法統一台灣：

1.言論，宗教及結社自由
2.開放黨臨，結束一黨專 ...

Federalism is only suitable for illegal European colonies like Canada, Australia and the US.

Are you saying India, which has even lower average level of education than China, is poor and backward because of democracy? Maybe that is why China is way ahead of India in terms of development.

兩岸統一其中一個最大嘅問題就係，時間拖得越耐，年輕一輩嘅臺灣人根本就只會認同自己係臺灣人、係華人。意識上，認為自己係中華民國嘅人相信比認為自己係臺灣人亦來得弱、來得少。而認為自己係中華人民共和國嘅人就基本上係無。對佢地來講，中國大陸只係鄰國，而唔係本國嘅一部份，咁點解要統一？

戇鳩就即係戇鳩。

就算有無阿扁果幾年嘅去中國化政策，新一代響臺灣土生土長嘅臺灣人都唔會認為自己係中國大陸嘅人來㗎啦。就好似響呢度出世嘅華裔小朋友，佢大咗之後唔通仲會話自己係香港人、係中國人、係臺灣人咩？

美加兩地都咁多移民，你又唔見第二、第三代嘅移民會話返自己係乜國乜國人？要話嘅都只係會話自己係咩裔咩裔嘅人。

我揸車落美國半個種都唔使添啦～又唔見我想做美國人？而且，一個鐘飛去大陸？乜大三通係阿扁執政8年裡面所搞出來嘅事？

Canada, Australia and the US are based the looting of the native Indians land. That is why they are illegal entities. The individual European colonies then decided to join the so-called federal system.

For China, it is totally different, as the various provinces are all parts of China. There does not exist the need to have any sort of federalism.

It is only the westerners that advocate federalism for China, since federalism would weaken the Chinese central government, thereby easier for the westerners to split China.
