the one with blue should be Max, but not sure if the blue in this model is a special color for 25th annivesary

Max's one is not all blue... It's with blue strip...

nope, the one with blue strip only is the one Max was using in the movie version. Take a look: http://www.mahq.net/mecha/macross/sdfmacross/vf-1j.htm and check the "Battroid mode in Maximilian Jenius colors" option

This kit is released in 2007 (25yrs from Macross first aired)
