I do not think Mao can do much back in the 50's, 60's or even 70's. The Chinese navy was almost non existance. You cannot fight a naval war with the US 7th fleet with people in small boats!

Taiwan should be blamed instead, but you need to look at the circumstances as well.

agree with you. China was too weak. besides, they just started to build diplomacy relationships with the other countries outside of the communist world. they didn't have any choice.
