I would have agreed with you in the past, but increasingly, HK has consciously and subconsciously allowed itself to deteriorate and China-ize / Mainland-ize. In terms of political climate and wealth disparity, in particular, it is far more Mainland Chinese than Rest of the World.
IMO, 犯婦人 becoming the next HKCEO is pretty much a done deal, barring any last minute changes.
We can complain all we want, but the fact of the matter is, to become the HKCEO today, the candidate needs to have, in order of importance:
1) Grandfather's blessing
2) support from the Big Real Estate Bosses (or at least, no major objections from them)
3) (preceived) capabilities to lead HK
4) HK citizens' support
CY Leung obviously does not have #2 because he and his proposed policies are at odds with the big landlords. #4 is also questionable for him. And because of these two reasons, #1 would be weaker for him as well regardless of how much he tries to shine Grandfather's shoes.
Tiu Tiu Fing is completely lacking in #3 and #4, so I can't see how the Shanghai gang can continue to rally for him against the other factions.
Yip Lau and Wong Yum Lung still needs a lot more grooming, but I seriously think Yip Lau has a very good chance as the next HKCEO (after 犯婦人) if she plays her cards right.
That pretty much leaves 犯婦人 all by herself. She is already a 人大政協, so she definitely meets requirement #1. She is not at odds with the big landlords, so she is ok with #2. She has an established track record dating back to the British HK government, and has served as the LegCo chair, so the general populace thinks highly of her capabilities. And lastly, both her stint in LegCo and her sacrifice as a mother has won support from the general populace as well. So she really meets all 4 criteria.
I definitely agree with ricrick's assessment that 犯婦人 is showing her loyalty to Grandfather in establishing Article 23 as the next CEO and to test the waters for the law. There is absolutely no harm in showing Grandfather this loyalty because even if it weren't able to go through, she can still easily report back to Grandfather that resistance among the general population is too great, and that the law really needs more time to allow people getting brainwashed.
