The idea is a tax on financial sector transactions - including speculative dealings in foreign currencies, shares and other securities - of anywhere from 0.05 per cent to one per cent.
The system would redistribute that money to social and environmental causes, such as poverty reduction and climate change mitigation.
Sanger says the tax would provide a simple solution to the problem of income inequality.
"The financial sector has benefited more than any other sector from tax breaks and tax preferences over the past 10 years, and they need to be taxed fairly," he says.
The idea has been gaining recognition since an advocacy campaign was launched in 2010 amid financial turmoil in the UK.
According to the campaign's web site, the tax is endorsed by billionaire entrepreneur Warren Buffet, Doctors Without Borders, President Sarkozy of France, Chancellor Merkel of Germany, Prime Minister Zapatero of Spain, Nobel Prize winning economists Joseph Stiglitz and Paul Krugman, Earth Institute Director Jeffrey Sachs, and 1,000 other economists from across the world.
