If I were you, I wouldn't worry about anything going thru custom, but I will worry about renewing driver license.  My sister (oversea Canadian) wasn't able to renew her and they removed her expired one on the spot.

You may have problem renewing yours. Since it's prob expired for years. You will need to find some good excuse to explain so they won't take your old one back.
My sister's was expired for about 2 years but she was carrying her baby to the office. And she told them that she was too busy and unable to drive while she was pageant and taking care of the baby. So she got hers renewed.

3 years !
shorter or longer than 3 years after expired?

if the day you go to icbc is < 3yrs, you have NO PROBLEM renew.
if the day you go to icbc > 3yrs, and you have driving with an out-of-province licence (like hk licence) , you are OK for renew.

if the day you go to icbc > 3yrs, and you don't have driving with an out-of-province licence, then a  RETEST.

Simple rule:

If  you have NOT declared non-resident, and didn't pay any income tax to Revenue Canada. You are in deep trouble.  You have to contact lawyer first.   But in terms of Custom, they don't care.  And these two departments cannot exchange information because privacy.   So you just need to say travel back here, visit family. no need the details of what you will do, unless you are terrorist.

If you have declared non-resident, when crossing custom, just do the same thing as I said above. BUT, you SHOULD NOT renew driver license, nor do any business OR pay MSP as local resident.  This action will violate your non-resident status and Revenue Canada has the right to terminate your NON-resident status and charge you for oversea income tax.   Remember, the term "NON-resident" means you ARE NOT A resident here.  If you come back as visitor, do what a foreign traveller will do.   Foreign traveller will not have a local driver license.  ok?

There is a different between Canadian Citizen, Permanent Resident, and Resident.

If you have doubt, I strongly suggest you to talk to a lawyer before you do anything that will affect your non-resident status.
Your question actually frequently comes up in AM1470 show, which there is a Q&A with lawyer 李時勤律師。
