Immediately call your credit card company and dispute that transaction through PayPal. Then your credit card company will send you some documents and you sign for them and send back.
The credit card company will tell you to talk to PayPal first, don't listen to them. Just tell the credit card company that you want to initiate a chargeback on a transaction. You need to provide the credit card company with the transaction # (check your online statement) and date so they think you know what you are doing.

Spend few bucks more and go for carrier service if you want to buy somethings online. It's fast and more reliable.
