I tried sending a view pm out but I never receive a reply...was wondering if those persons received my email.

Are you sure your friends/perseons are checking the right place?

near the top it should say:

您有1 條新短消息
來自: Wuii         標題: test

and it should link to the msg.

Or they can look in the mailbox themselves:
