Thank you very much pkny9394 and myversa!  PetroCan is willing to dispose the tank for me.

Funny thing is that the staff didn't look at my tank at all and gave me about $45 for the tank coz he thought I was refunding it.  But afterwards he knew he made an mistake so I gave the money back.
