【明報專訊】面對省府明年會徵收合併稅(HST)，卑詩水電公司(BC Hydro)及Terasen氣體公司已表明因為要代省府收合併稅，屆時的水電費及氣體費無可避免要加費。估計明年7月1日HST推行後，每戶住宅的能源支出，平均將每個月增加12元。而省新民主黨則稱收集到的簽名已逾3萬個；而省財政廳長韓仕新(Colin Hansen)仍然立場強硬，稱省府無意停止引進HST。

卑詩水電公司昨日表示，目前仍在評估徵收合併稅帶來的影響，料需要多個月時間才能算清楚。現時水電服務本來毋須付省稅，但日後將會代省府收合併稅，故日後的稅款必然會提高，目前估計是每戶每月加價5元。本來該公司在明年初會決定是否調升收費，現在再加上合併稅，屆時市民要承受加價的壓力將是無可避免的，

而Terasen氣體公司也表示，會研究如何節省收費，但相信節省的部分，會低於省府收的12%合併稅，故最後也是必然會出現加價情況。

Terasen的估計是，以典型的用戶一般的月費100元為例，加入HST後，月費將增加7元。這個是基於目前的能源價格，如果HST實施前，能源價格再上升，HST導致的費用也會更高。

《溫哥華太陽報》報道，卑詩水電公司及Terasen公司的稅務律師及會計師們，正在忙碌地計算，合併稅是否真的可以如省府所指，可以節省公司的內部成本，如果有，根據卑詩公共事業委員會(BC Utilities Commission)的規定，如果能源供應公司的營運成本降低，他們必須調降收費。

不過，暫時兩家公司都對合併稅可能會帶來的節省，反應非常謹慎，指節省下來的，也未必能填補住宅水電及丙烷上漲的成本。

Terasen的傳訊總監Joyce Wagenaar說，本來不需要徵收省稅的氣體供應，一旦需要向省民徵收，所帶來的成本上漲，「將大幅度比合併稅可帶來的節省為高。」

卑詩耆老退休人士協會(BC Old Age Pensioners Organization)主席Fred Coates則說，HST影響的不單是水費電費煤氣費，「由電視到墳墓，它都不會放過。」

加拿大納稅人聯盟(Canadian Taxpayers Federation)的Maureen Bader稱：「省府必須透過減少個人入息稅，來為本省家庭減低開支。他們推出碳稅時，也提出減低入息稅，然而他們現在引入HST，卻沒有抵銷增稅的措施。」

But we can't stop using BC Gas/Hydro wor... For sure our expense is going to go up. And this time not just 1% or 2%, it's 7% that we can't avoid!

We are paying 10% on almost everything here, which is just a few % short of the HST. And seriously, I don't really care if they raise it to 13% or 15%. Food/Basic needs is such a small part of my spending. A few % can't hurt. And for those of you who complain, think about how much money you spend on discretionary goods vs "basic needs". Not every penny on your electricity/gas bill is a "need" if you leave all lights/electronics in your house on 24 hours a day

seriously..if the hst is not implemented...campbells wont get the 1.6 bil from the feds..then tehre will just be more cuts or more taxes on other things...u need money to fund things...there is no free lunch..yes...they earn a not deserved high salary..a lot of funds not getting spent wisely...but i will take this over any overspending on so called welfare by ndp any given day

but the thing is the tax is higher but we did not see any benefit yet. All I saw on the news was cutting funding to various things in B.C....

With gas, I have a choice. I can choose to take public transit. With heat, I can't live without heat in winter wor. I already put off the "turn on" heat day to end of October where my house is less than 13C. I don't think I have choice to avoid this raise. 7% increase in my BC Hydro/Gas bill is a lot to me.

Bottom line is, I understand there is a need for $ for the Olympic (or for his whole party salary raise). But there is a better way to 'promote' it rather than "just do it" attitude.

Just ask yourself where the money comes from.... Everyone wants money... Everyone wants a raise... The whole world is suffering, why do you think we in Canada or even BC is exempted? I do not envy the politians, they need to balance the limited resources among all the greedy parties without offending anyone. My RRSP is down so much that I do not think I can ever retire..

That is why people will cut back on their spending to save money. This is why the tax is bad for the economy. The thing is that campbell soup is a liar because he said before the elections that there will be no HST.

Did you even read the thread where I posted a copy of the letter I wrote to blast Campbell and Hansen for the HST? In case you consciously chose to not see it, here it is again. My letter was in post #5:

Ideologically, I am not opposed to the tax because it will offer tremendous benefits to businesses. In its current form, however, I strongly oppose it because the execution of the proposed HST plans is completely flawed.

yes, i won't disagree with it. but this is the best part of being a canadian. we can say it loud of what we don't like about our govn't. toronto is a different story, they pay less tax after the hst is introduced. if campbell will reduce few % of hst, i will take it.

I still think people should voice the opinion. One voice doesn't work, what about thousands? If 300,000 Vancouver people go demonstration for opposing HST, the govt won't "do something"? I don't think so la...haha
