I'm a guy, 80% of time, I drive with two hands, on 3 and 9 o'clock position. my right hand only leave the steering wheel when I shift the gear (manual trans).  If you think drive with two hands means noob/ no skill, then you are the one with no skill.  And you could also tell if they know how to drive by their driving position, many ppl sitting too far back.

Why do you need to "drive with both hands when there's a cop nearby"? It's not a law, I don't think you will get a ticket because you only have one hand on the steering wheel. LOL
But I believe if you are in good driving position, you have bigger chance to avoid accidents.

More importantly, you should have a "clear mind"! See how many people (especially some seniors) do use their both hands on wheel at 10 . 2 or 9 . 3 position, but just step on gas instead of brake dur ...

for driving position, i'm not only talking about your hands, I'm also talking about your seat, and your mirrors.
