I have heard someone who would do this:
write down the license plate #, call the RMD non-emergency RCMP line.  Report something such as "Dangers driving..." that's not my idea.., but yet I have made this kind of calls for some real deal problems.. telling them type of car/color and the direction it's traveling.. etc..!  Someone who almost hit a pedestrian.

But when u see this happen often enough, you know the car is not broken down la!  Sort of common sense by experience!

I think what you are doing is ok.  Like someone else suggest, the problem is stopping by the exit/entrance..!  You see, alot of these people who stop think the road is their, and they care no one else's business, but their own.  This is totally selfish, and not ok.
