First, how would you know you are not going to war in the future?

Second, if you want to make sense of investing in the development technologies, try to answer this question - "look at human history, what would make a country strong and prosperous?"   

Answer this question with examples and facts. Not just what you think.

以前,人民心智,教育與科技,經濟同步發展
現在,人民心智,教育追不上科技,經濟,才會有那麼多為錢用科技毒害同胞的案例

為錢而毒害同胞不只發生在中國。 You can do a search and find out the similar cases had happened in other countries such as western countries and Japan.

However, what you said here does not sound related to the question you asked before.

Didn't you ask why China should invest in developing its own GPS system?

I tried to help you out to understand the issue but you seemed to avoiding the questions I asked. Do you mind to answer them again in a direct way?

First, how do you know China will not go into a war in the future?

Second, look at human history, what would make a country strong and prosperous?

The position indicated by my smart phone is often 2 - 100 meters (very big difference) from where I actually stand. I don't know whether it is a problem with the accuracy of the map or the capacity of the GPS signal receiver of my smart phone.
Someone who has a smart phone can give it a try and see how accurate your device is.
