I think i read similar report from another newspaper in HK (prob Mingpao) and the percentage is way too high for these kids to be "輕度弱智"....
They are regular kids who can't take care of themselves. They may speak 3 or 4 languages but they can't tie their own shoes laces nor pour water for themselves... cos they have their parents and maids to take care of their daily activities...

【東方日報專訊】繼電車「港男」、巴辣「港女」後，「港孩」也誕生了。「港孩」生於九十年代中後期，父母百般寵愛，只着重子女讀書成績，令他們缺乏自理能力，甚至患上「王子、公主病」。香港教育政策關注社主席張民炳恐「港孩」質素無力接捧，政府應從速制訂方法改善。

記者近日在九龍塘小學區，就六至七歲兒童的自理能力指標（即小一至小二學生應該懂得自己做的事），訪問近二十名小四至小六（九歲至十二歲）的學生，當中約一半懂得戴錶、扣鈕拉鏈及獨自睡覺，但逾八成受訪學生不懂綁鞋帶、剪指甲及自行食有骨食物。
