My friend had her wedding at London Heritage Farm last year. Another friend had her wedding at a golf course a few years ago.
You can also have a civil ceremony in a hotel banquet hall (with chairs and the wedding "stage" set up)
A lot of lyks are having church ceremony because they or their other half is religious.

If you are thinking of Richmnod, did you check with Radison Hotel? Not sure how much it will cost for rental of a banquet room for the ceremony if you do your chinese wedding there in their restaurant.

do you want food to be served or caterers?
If not, you can try London Heritage Farm if you are confident on the weather. (e.g. summer wedding would be fine but not in Oct - May)
It's pretty reasonable. You can rent chairs and tents from them.
