I think the idea of "one touch/press" is, for example your cell phone rings, you "touch/press" a button/screen only once to answer; or you only "touch/press" once to make a call. (that means your phone shouldn't be in any of "sleep" mode, and you can only use "quick dial" but not to search for contacts...etc.)
Therefore, if you need to turn on/activate the phone with one touch/press first and then to press again to answer or make a call, technically you already offended the law, and you'll be fined for $167 plus 3 points deducted once you get caught. (grace period until Feb 01, 2010)

The law didn't say expressively if you cannot hotpot or buffet or do makeup while driving. However, cops can still charge you for dangerous driving up to their judgment if they like.

For example:
The phone is in "speaker mode" and standby mode, one press to answer a call and talk with the speaker.
A bluetooth headset is hooked, press once to answer a call.
Either speaker mode or bluetooth headset is on, press once to activate "voice dialing".
All the above situations are not that dangerous.
Even people are not dialing or browsing or talking on phone, just chatting with passengers in the car with their heads turning around/back and forth could be more dangerous.
(PS: I don't encourage or discourage people taking on phone while driving, just stating out some facts. People should have their own judgment if it's safe for them to do so.)

so does that mean people who has navigation in their car can't use the function as well? i think it will be hard for people to follow this.... they might as well just band people from talking while dr ...

Did you read/listen well? All devices should be well set before you depart, and you really shouldn't distract from any of those device but to concentrate on driving. If anyone thinks being a responsible driver is kind of silly and is not capable to, better don't drive.

hv u use a navigation before? even if u did set before you depart, there are times that the device will tell you to change the route and the device needs you to press a button or two....

I've been using different GPS devices and they'll all automatically re-calculate the routes if needed, without any button needed to be pressed again. Maybe it's about the price and how latest version of the device is, then I don't know.

question?  can i press the forward/backward button on my mp3?  we can press the f/b button on the installed audio system, but mp3 is an electric devices.

I think technically, you can press any button of any device just ONCE.
Other thoughts, we might need to press/switch/turn on or off A/C, power window, radio, vent's switch, music volume.....etc from time to time anyways. In case you get caught for any reason, if you don't have any external device in sight, cops can't say anything. But if you have a device attached somewhere in sight, even you only pressed a button once but the cop says he saw you pressed twice, it's difficult to give proof. Just drive safe in a smart way.

Even for the built-in system, is it possible to just ignore for what the change is and it will still do it's own routing without any button needs to be pressed?

For the flip/slide style phone, as someone already said, can you simply pre-flip/slide the phone and put in on a car mount, set it as stand-by mode, so in case there is any incoming call you can just simply press any button once to answer it?

In case any phone doesn't come with speaker feature, people would need to use a corded or bluetooth head set anyways. So you can keep your flip/slide phone in "close" position anyways. Why it is a problem?!

No need to have any extra action, just sneezing or day dreaming can kill! How can police/government forbid drivers from sneezing or day dreaming? The concept is, be a responsible driver! If you think eating and/or drinking and/or talking and/or putting make up ... etc while driving and/or use your elbow or thigh to drive...... or whatever action is still confident and responsible to yourself and your passengers and other drivers and pedestrians, how can other people stop you?!
