I don't familiar with dogs. But I wonder, even your dog won't pee in the corner that you put pepper (a lot of pepper, or other thing), would he try to pee in other corners/on other areas?
I think, would it be better to understand/to find out what the real reason behind and figure out a more valid solution instead to make your dog feels even more upset?
