I found at lease 2-3 cockroaches from the dish of beef last time. They were all alive.

It is hard to believe you found live cockroaches from the dish of beef last time. You let them go ? You file a complaint to the restaurant ? You keep evidence and launch a complaint to Health Department ? Please tell us more about this experience!!
The case didn't sound real. And the starter never response again.

May be too early to judge his/her intention, may be he/she is too busy with season holiday. Let him/her tell us the truth if it is not against his/her intention.
On the other hand, LYK should list out all the possible way to protect "LYK Gourment" against real health issue, cos we will eat out a lot and do not let those below standard restaurant to posion LYK.
