Hong Kong people are the winners. Leung will likely implement policies that increase supply of apartments and improve the medical system.

Beijing will also be winners, if Leung is able to further improve the living standards of HK people.

Hong Kong people will benefit from Article 23, since these security laws will protect Hong Kong from terrorists and traitors.
If Article 23 is implemented together with universal suffrage, that will allay the fears of HK people.
Most democratic countries already have similar security laws.
