If Hong Kong banking system is not good, how come it is the US and UK banks that are in trouble, that are required to be "nationalized"? Hong Kong's unemployment rate is still way lower than Canada's.

HK's government revenue will be much lower in 2009. The big ten infrastructure investment will deplete a lot of the reserves over the next couple of years, that is why the government has to conserve cash now.
