"自給自足" ? I doubt it. The cost of producing electricity of this building is quite high.  The skyscraper will produce annually 190 million KWH of energy at the price of 7 million euro. Even though you can sell the surplus electricity, I doubt anyone will buy it in such an oil rich country.

FM, I don't have the 10% figure. You meant UAE, not Dubai? You meant 10% oil income is for elctricity generation and fresh water plant investment , not the cost for electricity or fresh water production ?

Assume you menat UAE. Somehow the figure doesn't add up. UAE has approx. 10% world's oil reserve and produce approx 3% world oil production. So 0.3% of world's oil production is for electricity and fresh water production in UAE, a country of approx 5 million people ?

The building will worth nothing, UAE's oil reserve will last a lot longer than the building. It is estimated UAE will be running out of its oil in 127 years with the current production level.  It is a project of demonstrating wealth rather than  enviornmental conscious.  That's my take.
