This is simply your own expectation.  The reality is that they're mostly not smile and nice to you.  Their role is to be intimidating.

Is that your own imagination too? Is "your duty is to intimidate all travelers and tourist" clearly written on their staff manual/handbook?

I have a friend who is a US custom officer.  I was told they were trained that way.  Of course not all countries are the same, but if people would do some thinking with their head, they would understand why.
