BBB is not part of the government.
I don't understand why people always refer to BBB since they can't help you out.


15. Why can't BBB stop rip-offs and scams?

Many times, BBB does. Although the BBB system does not have legal and policing powers, BBBs provide information about marketplace fraud through reports to the public, media releases and alerts.

BBBs work closely with local, state, and federal law enforcement agencies, providing them with valuable information on potentially fraudulent activities. Many times, BBBs are the first to know about a developing scam and they alert authorities and the public. When a scam develops in one part of the country, the news travels quickly among BBBs that, in turn, alert the public in their communities.

The public can help to stop rip-offs and scams by contacting BBB before they do business with an unknown firm and by notifying their BBB of a potential scam. And always remember the wise adage, "If it sounds too good to be true, it probably is."

Yeah, BBB should not be the place to go since we are complaining a Chinese business and no one care about it.
What he can do is simply search for all local chinese forum and write bad review about it.. Sorry to say that but it is not much you can do.

Another thing is, those tour is designed for senior Chinese or Chinese from oversea (Hk, China), this is why mostly they only serve Chinese food or well cooked steak since this is more suitable for the tour. And it is easier to manage the whole trip if everyone is eating at the same place...
