There are many purposes of photography. So whether 器材先決 depends on the purpose. But one thing for sure is that gears matter a lot. Anyone who says that gears don't matter is either someone who uses cheap gears or someone who doesn't know much about photography.
The most common argument that people use against gears is that they have seen shxt shots with high end gears. But they never mention all the nice shots that can only be achieved with good gears. And they also never mention all the ugly stuff in their shots even though the photos themselves are reasonably composed.

some interesting patterns and potential here. The window with the grid is especially interesting, but you probably need to recreate a window without all the distracting stuff if you want to fully capitalize on the potentials.
