Eventually all those will just be lumped together with regular trash.

That I don't know. But at least there is first step. If there is no such kind of recycle bin in the first place, there is no way (or no efficient way) to separate recycle material fro ...

There's no way to separate recyclable material from regular trash when everybody just puts trash into the recycle bin.
