As far as I know, CGA doesn't require University degree; where as CA requires U degree. So it sounds more "higher grade"?

I think as with any other accreditation you want the most prestigious and most exclusive credential that applies to the broadest range of positions.

A degree does not matter since anybody can get a degree.  It's the amount of rigor and caliber involved that distinguishes one from the other.
