I disagree.
Personally I don't look at any photo with an unlevelled horizon UNLESS it was done intentionally to increase tension.

Examples of the following:  eg.. what sort of intentional unlevel horizon is acceptible, and what is not..!  Best if they are your own photos as well.

對眼一定唔舒服
然後就會緊張

But if that's what you are trying to achieve with your photo, then it's very appropriate.
I don't really have an example off hand, but many wedding photos have slanted horizons that increase the tension between the characters.  But for landscape, I've not seen that many so far.

OH... Got u!  I sort of agree with you that the horizon can be pretty important on landscape, but sure wouldn't mind it if that's not the main subject, especially in portrait photography.

It depends on how *you* feel about them yourself.
Personally I feel a bit uncomfortable with landscape photos that are unbalanced.
